Abstract

ABSTRACT

Freedom of opinion and freedom of expression are fundamental rights of every person. Despite their esencijality, dignity and fulfillment of the individual they are cornerstones of democratic gains in every social system in which the rule of law. At first, the freedom of expression alluding to freedom of thought, which means the free expression of opinions even though they may be irrelevant to solving a social problem.
The paper covered conceptual defining of the right to freedom of expression and opinion, international standards on the use of this right, the genesis of the right to freedom of expression and opinion, as well as its relation to other rights and tools that enable its over institutional and geographical spreading.
Because of the lead of digital tools and information and communication technologies and the proliferation of instruments of communication facilitates the flow of thoughts and ideas and the ability to express they own opinions in certain situations can endanger certain rights, hence at the end of this paper covers measures for protection of freedom of expression and opinion.
